The Private Care Association of Florida (PCAFL) is committed to protecting for-profit, caregiver registries from encroachment through its active government relations program, designed to present its position to public policymakers.  PCAFL is also constantly expanding its membership to develop a greater capability for grassroots advocacy to promote the interests of caregiver registries and the consumer-directed model of care across the state of Florida.

Consumer-directed care grows out of a philosophical orientation that emphasizes the ability of people with disabilities to assess their own needs and make choices about what services would best meet those needs. It also reflects a view that consumers can and should have options to choose the personnel or provider entities that deliver their services, manage the delivery of services, and monitor the quality of services.  The principal advantages of consumer-directed are that it costs less, provides consumers greater participation in decisions concerning their care, allows consumers to individually select caregivers, provides greater continuity in caregiver relationships, more generously compensates the caregiver, and supports caregiver entrepreneurship.

Caregiver registries are a critical resource to families who choose consumer-directed care, as they assist with the recruitment and background-screening of caregivers, which is necessary to address important safety and security issues.  As such, the participation and membership of caregiver registries in the PCAFL is equally as critical to ensure that their rights and business model are preserved.
